The Western Undergraduate Exchange (WUE) is an agreement among WICHE 16 member states and territories, through which 160+ participating public colleges and universities provide steep nonresident tuition savings for Western students.

Western Undergraduate Exchange (WUE) Savings and Enrollment
Annual enrollment in WICHE’s Western Undergraduate Exchange (WUE) has increased more than 32% between 2012-13 and 2022-23. Correspondingly, annual savings to students and/or families increased by nearly 55%.
Notes: Total WUE savings included in the Commonwealth of the Northern Mariana Islands starting in 2013-14 and included Guam starting in 2016-17 and Federated States of Micronesia and the Republic of the Marshall Islands in 2021-22. Savings adjusted to 2022 dollars using the Consumer Price Index.

Colleen Falkenstern serves as a research analyst in WICHE’s Policy Analysis and Research unit. In her role, she supports the development of WICHE’s annual data resources—Regional Fact Book for Higher Education in the West, Benchmarks (of access and success), and Tuition and Fees in Public Higher Education in the West. She also provides analytical support for WICHE’s quadrennial projections of high school graduates, Knocking at the College Door. She received a bachelor’s degree in marketing and management from the University of South Carolina—Columbia and a master’s degree in higher education from the University of Denver.
